Elk City’s Sparks Talks Open Transfer Rule

Elk City Superintendent Mike Sparks gave an update recently on enrollment numbers for the school district and also gave his thoughts on the new “open transfer” rule that will go into effect during the summer break.

He says there are some rules to the policy that could prevent a massive influx of students coming or going.

Sparks also added that he feels that because of proximity of schools from each other, students willfully transferring will become more prevalent in metro schools, and not rural schools.

The new free transfer rule will take effect July 1. The deadline for student-athletes to enact their free transfer will be July 15 preceding each school year. A hardship waiver will be required for any transfers after that deadline. Student-athletes can not play for two different schools in the same season.
