Elk City, OK — A 56-year-old Elk City man is facing serious felony charges after police say he sexually assaulted and confined a vulnerable adult at his residence.
Wallace James Fletcher was arrested following an investigation by Elk City Police into the disappearance and reported abuse of a 22-year-old woman with known cognitive and developmental disabilities.
According to a probable cause affidavit filed in Beckham County District Court, the woman was reported missing in early April. She was later found in Oklahoma City and informed investigators she had been staying with Fletcher at his Elk City home.
During interviews with law enforcement, the woman alleged that Fletcher forcibly sexually assaulted her, dragged her to his bedroom, and restrained her physically. She said she believed she was not free to leave.
Investigators confirmed Fletcher was aware of the woman’s disabilities and her prior history of victimization. A search of his residence turned up her belongings, further corroborating her timeline.
Fletcher was interviewed by police and admitted to physical contact but claimed the interaction was consensual. The affidavit states the victim’s account, behavior, and condition clearly indicated otherwise.
He now faces three felony charges:
-
Rape by Instrumentation in the First Degree
-
Sexual Exploitation of a Vulnerable Adult
-
Kidnapping
Bond is set at $500,000, with a strict no-contact order in place. Fletcher is scheduled to appear in court on June 23, 2025.
