An Elk City man is out on bond after being charged with aggravated possession of child pornography.

According to court records, 37-year-old Jess Clark Moore received the felony charge on Tuesday after being arrested on the complaint by Elk City Police on January 12.

A probable cause affidavit shows that Elk City Police received a tip from the National Center for Missing and Exploited Children on March 30, 2022 in reference to a reported child pornography image that had been uploaded via a message application service on October 15, 2021. The affidavit noted that the ECPD detective had received information from Special Agents from the Oklahoma State Bureau of Investigation (OSBI) Internet Crimes Against Children Unit (ICAC) referencing the case. Stating that they too had been investigating Moore and had referred to ECPD for further investigation.

The affidavit stated that after obtaining a search warrant, Elk City Police conducted a search of Moore’s residence in the 100 block of Hosanna Ave. on September 29, 2022. There, various devices were seized including the defendant’s cell phone.

The court document said that on December 21, 2022 a forensic search of Moore’s cell phone would reveal that the device contained over 200 inappropriate images involving minors.

Moore was arrested on the morning of January 12 and was later booked into the Beckham County Jail.

Bond was set at $150,000.

Moore’s first court date is pending.
