Texas Couple Charged with Child Neglect in Beckham County

A Texas couple staying at an Elk City hotel was arrested and charged last month after being accused of smoking illegal drugs in the presence of minors.

According to a probable cause affidavit a detective with the Elk City Police Department was asked to investigate a couple at the Great Plains Regional Medical Center who had brought their children to the hospital for treatment. The detective stated in the document that during an interview with the couple, 28-year-old Ashley Michelle Goins and 29-year-old Kevin Montreal Fuller of Euless, Texas, it appeared that they were hallucinating medical issues with their children such as parasites, fluid around their brain, eyes and noses. Medical issues that were not present.

However it was discovered that one child, a 10-month-old female, had a core temperature of 93.1 degrees.

After obtaining and executing a search warrant on the hotel room the family was staying at, the detective would report the findings of methamphetamine, methamphetamine pipes, and marijuana. The detective would also find methamphetamine pipes located in a baby bag.

During a second interview with Goins, she allegedly would admit to the detective of smoking methamphetamine in the bathroom of the hotel room while the children were sleeping.

Both Goins and Fuller were charged with one felony count of child neglect – a felony.

The cause of the baby’s low body temperature is still under investigation.

Bond for both Goins and Fuller was set at $25,000 each.
